Showing English results incorrectly for international searches

User reported English results from AA when they had settings as “Netherlands / Dutch” for the search terms "seo", "pallets", "portofoon".

The user is in the Netherlands and provided screenshots of these search terms which showed results in Dutch, not English.

I confirmed:

1) AlsoAsked does return results (incorrectly) in English

2) Using Netherlands VPN on Google.nl on my machine does return results in English for some queries (“pallets”) and “No Results” for terms such as “portofoon”
3) Other competitors do return correct dutch results for the same search terms, as user is wanting.

Possible thoughts: Related to scraping change re: Timeline?
